Twin Creeks Landfill

 

The Twin Creeks Landfill is a regional facility that provides safe and convenient disposal services for communities, businesses and industries serving the Province of Ontario. This Landfill is approved to receive municipal, industrial, commercial, and institutional solid non-hazardous wastes generated, including non-hazardous contaminated soil.The landfill originally began operation in 1972. Waste Management of Canada Corporation (WM) has owned and operated the landfill since 1996. In 2008, after a nearly 12 year technical study and public consultation period, the previously named Warwick Landfill was approved for expansion. Construction of the infrastructure for the Expansion Site began in August of 2008 and continued into the fall of 2009. Waste was first deposited into the Expansion Site in November of 2009.

The Twin Creeks Landfill is engineered with environmental protection systems that meet or exceed regulatory requirements and are subject to highly regulated monitoring and reporting requirements. Systems include engineered liners and covers, leachate collection and removal, landfill gas collection and control, and on-Site leachate disposal through phytoremediation.

The Landfill consists of an older pre-existing landfill positioned along the northeastern property boundary. The pre-existing site originally approved capacity was 3,072,000 m3, with an area approved for waste disposal of 32.4 ha. The approval of the Expansion Site in 2008 increased the total airspace capacity to 26.5 million m3 over an area of over 101 ha.

 

Environmental Screening Project – Notice of Completion (March 2, 2017)

Environmental Screening Report

Waste Management has completed an Environmental Screening Process in accordance with the Waste Management Projects Regulation (Ontario Regulation 101/07) of the Environmental Assessment Act, and the Guide to Environmental Assessment Requirements for Waste Management Projects, in order to amend the Environmental Compliance Approval for the Twin Creeks Landfill.

The Environmental Compliance Approval for the Twin Creeks Landfill currently allows the landfill to receive up to a maximum of 750,000 tonnes per year of waste including contaminated soil for disposal at the site. WM is proposing a project that will increase the maximum annual fill rate to 1,400,000 tonnes. This increase will allow the Twin Creeks Landfill to receive wastes historically directed to the Petrolia Landfill, which is scheduled to close in 2017, in addition to retaining and servicing a growing customer base. Based on the Environmental Screening results, no significant effects on the environment from the project were identified; therefore, WM intends to proceed with the project subject to mitigation and other approvals.

WM undertook a range of consultation activities with members of the public, First Nations and Aboriginal communities, agencies and other interested persons during the Environmental Screening Process. All comments and concerns raised about the project have been considered and integrated into the Environmental Screening Report. The results of the Environmental Screening Process are documented in an Environmental Screening Report now available for a 60-day review period, ending May 1, 2017. A printed copy of the Environmental Screening Report and supporting documentation can also be reviewed in person on Monday, Tuesday and Thursday (10am to 7pm), Friday (10am to 4pm) and Saturday (11am to 1pm) at the Watford Library (5317 Nauvoo Road, Watford, ON), and Monday to Friday (8:30am to 4:30pm) at the Waste Management Twin Creeks Landfill Site Office (5768 Nauvoo Road, Watford, ON), until Monday, May 1, 2017.

The results will be documented in an Environmental Screening Report, which will be released for public and agency review.

Consultation: Members of the public, Aboriginal communities, agencies and other interested persons are encouraged to participate in the Environmental Screening Process and the planned consultation process. Consultation activities such as public open houses provide the opportunity to meet the WM project team, learn more about the project, and provide comments and questions regarding the project.  Consultation opportunities are planned throughout the Environmental Screening Process and will be advertised in local newspapers, on WM’s website (http://twincreekslandfill.wm.com), and by direct mail-out.
